The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies and other stakeholders on the planning, alLocatie and utilisation of military common funding made available to achieve NATO’s goals and objectives.

Main Accountabilities
  • Policy Development: Maintain the NATO Accounting Framework and related policies up‑to‑date, monitor their implementation and provide financial guidance. Develop harmonised financial reporting policy for the Financial Controller community to assist in the preparation of NATO financial statements, long‑term financial planning and the integration of investment cost and life‑cycle support costs. As observer of the Head of Financial Reporting Policy in the IPSAS Board, monitor changes and recommend policy updates as appropriate.
  • Expertise Development: Identify strategic issues for the resource committees – including corporate financial governance and reporting policy – and coordinate appropriate advice, materials and proposals. Consolidate complex technical financial information and communicate key messages effectively to specialist and non‑specialist audiences.
  • Stakeholder Management: Act as point of contact for the NATO Financial Controller community and the Accounting Working Group on NATO‑wide financial reporting policy issues. Represent the NOR at committee meetings on financial matters.
  • Knowledge Management: Provide strategic assessment of the effectiveness of common accounting and financial reporting policy across NATO entities. Research best practices and explore their relevance to financial governance systems across NATO.

Perform any other related duty as assigned.

Qualifications and Experience
  • University degree in Finance, Accounting, Business Administration, Business Management or a relevant field.
  • At least 6 years of experience in financial management or resource oversight functions (e.g., financial or resource management, accounting or auditing, drafting financial reporting and accounting policy, portfolio analyses) in international organisations, governmental agencies or large corporations.
  • Professional certification in a nationally recognised accountancy institution or membership in a society of a similar nature.
  • Good knowledge of International Public Sector Accounting Standards (IPSAS).
  • Minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one language; II (“Elementary”) in the other.

Advantage: experience interpreting laws, regulations and directives; familiarity with evaluation of the life‑cycle costs of major systems or investment programmes; knowledge of NATO and/or national financial regulations.

Interrelationships

Reporting line: the incumbent reports to the Head, Performance, Accounting and Audit Section. Interactions: the incumbent will liaise with other NOR Sections and national committee representatives, work with the International Board of Auditors for NATO (IBAN), national delegations, the resource committees, Financial Controllers across NATO and external stakeholders such as the IPSAS Board. Contract

Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

The maximum period of service foreseen in this post is six years. The successful applicant will be offered a three‑year definite duration contract, which may be renewed for a further period of up to three years. The applicant may apply for conversion to an indefinite contract no later than one year before the end of the contract. If the applicant is seconded from a NATO member state, a three‑year definite duration contract is offered and may be renewed for up to three years, with a maximum service period of six years.
