Senior Consultant – Migration About The Team
We are looking for a Senior Consultant to join our well‑established "Policy in Action” practice, which manages a spectrum of evaluations, studies and large programmes, including the European Migration Network. The practice combines research and evaluation services with technical assistance, training, networking and other implementation services to EU institutions.
Our current portfolio of projects supports the main Directorates-General of the Commission, including DG Migration and Home Affairs (DG Home), DG Employment (DG EMPL) and DG European Civil Protection and Humanitarian Aid Operation (DG ECHO).
You will be a core part of our growing and collegiate team of like‑minded analysts and consultants. You will work in an international environment in which more than 30 nationalities are represented.
About The Role
You will play a key role in supporting the work of the European Migration Network (EMN), which will approximately take up half of your working time. As part of the other half of your time, you will be contributing to research and evaluations in the other policy areas covered by DG Home (e.g. legal migration, irregular migration and return, visa, large‑scale IT systems, and border management), as well as adjacent policy areas.
For the EMN, using your knowledge of migration and asylum policies in the EU, as a Senior Consultant you will lead on the production of the wide range of the network’s analytical products, and support on the thematic content for dissemination and communications activities.
For the DG Home account, you will help to win and deliver EU level research assignments, evaluations and impact assessments, including the development and implementation of innovative research methodologies, within the policy areas covering broader DG Home policies, in addition to migration.
Main Responsibilities
- As part of the EMN project team, manage comparative research, mapping, analysis, and production of policy content, including thematic papers and reports, while collaborating with the Commission, Advisory Groups, and EMN National Contact Points (NCP) members.
- Contribute to client relationship management alongside the EMN Project Manager and Coordinator.
- Collaborate with external partners and stakeholders.
- Support other network‑related activities such as working groups and advisory services.
- Lead the design and content for events to disseminate research outcomes, including the annual EMN Presidency conferences and NCP‑led conferences.
- As part of the DG Home team, manage one or two other small/medium‑sized projects (research, evaluations, or studies) or lead packages of activities and deliverables within larger projects.
- Conduct EU level research, evaluation and analytical projects, using qualitative methods (e.g. interviews, desk research, thematic analysis) and quantitative approaches (e.g. data analysis, CBA/CEA, statistical analysis and triangulation).
- Coordinate and support high‑quality data collection activities (stakeholder mapping, surveys, interviews, focus groups, etc.).
- Lead or contribute to report writing, presentations and briefings for EU institutions and agencies.
- Lead or substantially contribute to proposals across research, evaluation, impact assessment and implementation services. Key areas of work include methodological approach, organisation of the work and team sections and overseeing contextual background research supporting proposal efforts.
- May also be involved in line management of PIA team members.
Experience And Competences
- Master's degree / PhD in social sciences, law, public policy, politics, economics or a related discipline.
- Five to seven years of professional experience in EU migration and asylum policy, or closely related fields, with a strong interest in expanding into other DG Home policy areas or other policy areas covered under adjacent accounts.
- Prior experience conducting and managing policy research studies and evaluations for EU institutions, including design and application of qualitative and quantitative research and analysis methods, demonstrated by having (co)authored at least 10 academic publications, evaluations, or other analytical studies/reports.
- Experience managing projects, including budgets and research teams.
- Robust knowledge of European policy making process and EU institutions, and experience of working for the European Commission is an advantage.
- Demonstrable experience in the coordination of internal/external experts at various levels to ensure tasks are completed on time and to budget.
Skills And Personal Qualities

While having established experience in asylum and migration, you are interested in a range of policy areas, including in broader work of DG Home, and are quick to develop a nuanced understanding of complex issues. You have a high level of attention to detail and accuracy.
Exceptional ability to write and communicate in English.
